I agree with everyone that says it lacks a tutorial but maybe that's what makes it a great gaming experience figuring it out and excelling. Fantastic different approach to Police Game making.

An extremely buggy and frustrating game and I'm sure that 90 percent of the game is ai generated.TERRIBLE GAME

Such a wonderful foundation for a game, but the execution is awful. It's as though a 9 year old made this game given some of the errors. For instance, there are situations in which you can not call out the citizens fault even if you recognize it. Similarly, its plagued with errors such as the game continuing to simulate a chase after you've caught the criminal; resulting in it marking you as having "got in an accident" when you were in the middle of validating documents. Controls suck too.
